Is this the same as 'Love by Kilian Rose and Oud'?

No, and the names are easy to mix up. Rose Oud is the 2010 scent described here, a saffron-lifted Bulgarian rose over oud, guaiac and cedar. The later 'Rose and Oud' is a separate Kilian release with different notes, so check the exact wording on the bottle.
